]]>When single platform is used for students and colleges for all the admission process like online registration to seat allotment, it is called common or centralized counselling.
Most of the students are confused about centralized counselling that weather central agency will conduct counselling for AIQ seats as well as state quota seats .
Students should know that central agency will do the counselling only for 15% of All India Quota seats in state run colleges, Central Institutions and deemed universities.UGMEB shall give the guideline for common counselling and according to the given guideline , designated authority appointed by Government of India will conduct the common counselling .
National Medical Commission proposal for Centralized counselling for NEET UG has now been published in the Gazette of India .These Regulations may be called “ Graduate Medical Education Regulation ,2023 “ or “ GMER “ . It is mentioned in Gazette that these Regulations shall come into force from the date of their publication in the official Gazette .
It is mentioned that it shall be the duty of all concerned medical institutions / Deemed to be Universities to be partner with the National Medical Commission for Centralized Counselling .
It is stated in proposal that Common Counselling for admission to graduate course in medicine for all Medical Institutions in India based on merit list of UG. Seat matrix given by NMC will be the basis of counselling. There can be multiple round for counselling .
Previously NMC had prepared a draft for this and sent it to all the state health secretaries and VCs to know their opinion about the system ,to find the technical aspects of implementation of this system and to know the different reservation categories of different states, as different states have different rules of reservation.
Main confusion was that , weather this regulation was against the National Medical Commission Act, 2019 which give the right to states to conduct counselling for state quota seats. Some states like Tamil Nadu said that center was infringing the rights of state to fill the seats of state run colleges. But NMC said that there was not any intension of infringing the rights of state or to disturb the quotas for allocation of undergraduate medical seats. Only purpose of centralized medical system was to make a strong system, so that no medical seat remains vacant and there would not be any delay in admission process.
At present almost 20 lakhs of students appear in exam. and they have to go through 5 rounds of counseling- All India Round 1 and 2, state round 1 and 2 and 5th round i.e mop up round for vacant seats. This counselling process takes almost 5 months.
Every year after the result of NEET UG more tough work seems to be the tiresome process of counselling for almost 1 lakh medical seats. To save the time and energy of students seeking medical admission and to save them from the confusing process of counselling , single centralized counselling process was very much needed. So this step of NMC has big welcome which will give a big relief to students.
NMC says that candidates will have to go through very few rounds according to the need of counselling in centralized counseling ,which will save their time, energy and money.
In this system , students will come to know within no time that they are getting the seat or not . So they will not waste their time in the confusion and expecting seat till the mop up round .Due to this system they can start early for next year preparation.
Right now there is lack of transparency in admission system, due to which agents, so called admission agencies and brokers takes benefit of the lack of transparency and confusion in admission process. This new system will remove all these agents and agencies from the admission process.
The NMC gazette said that all the medical colleges will be bound by the regulation and they will not give admission to any student in contravention of these regulations. In case of any violation, the institution will be liable to be fined Rs 1 crore or the entire course fee. In case of regular violation institution will be barred from taking any admission.
NMC will have to consider all the problems which can occur after implementation of common counselling. NMC has to see that there should not be wastage of any medical seat due to multiple seat blocking by single student and all the students get all options of seats. For this a full proof software will be needed.
It is clear by now that certralized counselling will come in force as it is now published in Gazette but main question is wheather it will be applicable for NEET 2023 or not . Some points are there which indicates that there is very less chance of implementation of centralized counselling for NEET UG 2023 .
Reason behind this are :
Lot of other points are there . So, conclusion of the article is that , for NEET 2023 , very less chance is there to implement centralized counselling system .
Detailed information about the proposal for Centralized Counselling for NEET is published in The Gazette of India on 2nd June 2023. You can see it on NMC official website .
NMC new guideline has come about minimum marks criteria in Board for NEET UG . It has also gave some relaxation in minimum age for NEET UG .

I any student has taken the admission by any other means , his admission will be cancelled .
On the basis of 7 parameters NMC will give rating to every medical college. This rating of medical college will be given by medical assessment and Rating Board and will be public. This rating will help the students to select medical college for admission. Before this students were selecting the medical college on the basis of their marks and NIRF ranking ( National Institute Ranking Framework ) .
Every medical college have to follow the rules of under graduate medical board and Post Graduate Medical Board to get better ranking . These medical boards have made rules for educational activities and course commencement. Better rank will also be given to those medical colleges who adopt innovative way of education.
Every MBBS students have to complete their course within 9 years from date of admission. They have to clear their first year in four attempts.
According to Graduate Medical Education Regulation 2023 or GMER 2023 common counselling will be their for the admission in medical colleges.
Counseling will be based on the seats allotted by NMC. Common counselling can be in different stages according to the need. Under Graduate Medical Education Board (UGMEB) will give direction for common counseling and responsible authority will conduct the counseling according to the given direction.

]]>On 3rd February 2022 NMC (National Medical Commission) gave one instruction to all private medical colleges that they have to take admission for their 50% seats at the fee equal to government college fee.
As we know private medical college fee is very high and it is almost impossible for the students of normal or lower financial background to take admission in these private medical colleges.
Fee of private medical college in Bihar is between 45 lakhs to 1 crore, so it’s very tough for students to take admission in these private medical colleges due to such high fee. Total fee of Government medical colleges in Bihar is about 1 lakh rupees. Now due to the initiative taken by Government of Bihar, Student will get admission for 50% of seats of private medical college at such low and affordable fee.
Now Bihar has become the first state to implement the instruction given by NMC.
Now all the private medical colleges and deemed universities of Bihar have to take admission at the fee equal to the fee of government medical colleges for their 50% of seats. This is great News for Bihar students in NEET 2023.
Right now 8 private medical colleges of Bihar is having 1050 seats. Now Bihar Students can take admission for 50% of these seats at very low fee and the students coming to Bihar from outside state can also study at very low fee.
Bihar has started the movement for the welfare of students and hope other states and central province will join hands in this now.
Now the students of Bihar will have the opportunity to study medical in government medical colleges as well as in private medical colleges at very low fee and they will not have to move to foreign countries to study medical due to the high fee in private medical colleges.
Second good news for students preparing for medical exam is increase of medical colleges in Bihar. Bihar government has announced that medical college will be opened in remaining 15 districts of Bihar. Right now there are 24 medical colleges in 23 districts of Bihar out of which 9 medical colleges are running and 15 medical colleges are under construction . Government of Bihar has announced that medical colleges will be opened in those districts of Bihar where it’s not there.
According to the initiative taken by Bihar when more medical colleges will be opened in 15 more districts, number of seats will increate a lot. If we take average 120 seats in a single medical college, then we see that 120×15 = 1800 more seats will be there for students in coming years. So, students will have more opportunity to study medical in coming years.
Right now there are 20 medical colleges in Bihar, Out of which 12 are government medical colleges are 8 are private, Number of seats in government medical college is 1515 and in private medical college is 1050.
The students can take admission in these medical colleges based on their marks obtained in NEET exam.

This year admission will be taken for more than 1 lakh seats as MBBS seats have increased. 6 new medical colleges are announced which will give increase to almost 600 MBBS seats and some medical colleges will be announced very soon. In 2023 numbers of medical colleges have become 660 and probably some more medical colleges will be there very soon.
On 27th February 2023 national medical commission released a public notice. Subject for this public notice is to seek comments of the stakeholder on the proposed draft regulation related to NMC (Graduate Medical Education)
This public notice is showing some major changes which are going to happen in NEET- UG 2023.
First point regarding change which can be seen in this public notice is about the body which is going to conduct NEET- UG 2023. This point says – Either the National Medical Commission may conduct the NEET – UG or may designate any such agency or authority by whatever name called, to cause the NEET – UG to be conducted. It means either NMC will conduct NEET- UG 2023 by itself or authorize any agency or agencies to conduct the exam.
According to recent news NTA ( National Testing Agency) will conduct NEET- UG 2023 on 7th may 2023.Director General of NTA made this announcement.
Second point about change says that The under Graduate Medical Education Board shall determine the language, manner and modalities etc to conduct the NEET – UG by giving notification.
It means Board will give notification about any change in language, pattern and type of questions etc. Board will give reasonable time to the students to know about the changes and to be mentally prepared so that they should not be scared or confused due to the changes.
Third main point which indicates about the major change in eligibility criteria for taking NEET- UG regarding the subjects with which he/ she has passed 10 + 2. This point says – no aspirant shall be allowed to take NEET – UG unless he has passes 10 + 2 with subjects of Physics , Chemistry, Biology / Biotechnology and English in the 2 years of his education. This year Biotechnology is introduced in eligibility criteria.
Next point in notice is about common counselling which is pointing towards major change in counselling process. Until now separate counselling was there for All India quota and state, now common counselling will be there. This point says – without prejudice to anything stated in the present regulations or other NMC Regulations, there shall be common counselling for admission to graduate courses in medicine for all Medical institutions in India based on the merit list of the NEET – UG. The Under Graduate Medical Education Board will publish the guideline for common counselling and the designated authority appointed by NMC shall conduct the counselling according to the NMC guideline.
One major point in notice is about the students who can pursue medical undergraduate course from India or abroad. It says only those students who get minimum eligible score in NEET- UG can pursue graduate medical education either in India or elsewhere. It means only those students can pursue graduate medical education in India or abroad whose name is there in the list of eligible students.
Next point says about the break of tie – in marks at NEET- UG. This point says about case when 2 or more students get same marks in exam ,what should be the criteria for any student having same marks as other to get better rank. This point says that in case of tie in marks of students appeared for NEET – UG, at first Biology marks will be considered. The student who gets better marks in Biology will be ranked higher. In case of same marks in Biology ,marks of Chemistry will be seen. In the same way Physics marks will be considered if same marks in Biology and Chemistry. This year use of Computer or IT is introduced in case of same marks in Biology, Chemistry and Physics. It says – If same marks in Biology, Chemistry and Physics, then draw of lots by using computer or IT with no human intervention, the eligible candidates shall be selected. It means in case of same marks in all the subjects Computer will select a student having same marks randomly. No human intervention will be there in selecting the student.
Some students have big confusion that now only 4 attempts will be there in NEET – UG. This is not the case. The notice says that only 4 attempts will be allowed to pass first year of MBBS course and all the students shall have to complete undergraduate medical course within 9 years from the date of admission.
One point says about student’s migration. Migration from Government College to Government College and from Non Government College to non government college will be permitted. For migration there should be some valid reason.
NEET – UG 2023 application form will be released on 5th March 2023 by National Testing Agency , NTA on it’s official website which is neet.nta.nic.in
